A 7.62mm HP Round is one of three 7.62mm ammunition variants used by the Sniper Rifle, Hunting Rifle, AK-47, and M60 Machine Gun. It has the highest base damage of the three (65 vs 50), but a target armor modifier of -20%; meaning it will do 20% less damage against armored targets vs standard ammunition, and 120% less damage against the same target compared to the AP (Armor Piercing) variant.
